A prototype was shown at the Aldershot Exhibition in 1978 and again in 1982 with a 90 mm Cockerill gun; production came fifteen years later. It is a 4×4 with a transfer box that drops it to 4×2, three crew and eight to ten men, 11.2 to 11.9 tonnes, on the turbocharged and intercooled Perkins 210 Ti of 210 bhp.
The Philippine contract was confirmed in mid-1992 at £56.273 million for 150 vehicles: eight arrived as complete kits and the rest were assembled at Subic Bay. By 2003 the fleet was 123 personnel carriers, 17 ambulances, 9 infantry fighting vehicles with a 25 mm gun for the Presidential Security Group and one command vehicle.
