Citroën worked with Herwaythorn, which had already converted Types 23 and 55 to four-wheel drive for public works firms, and tested a prototype chassis, the Transocéanic, in 1959.
The FOM was built for sub-Saharan Africa and the Sahara, with dust filtration, an all-metal load bed and a canvas-covered body for sixteen men. It served the French Army and several African armies.
