ARO was a state works and its first vehicle was a licensed Soviet army car, so military use came first. The IMS-57 and the M461 served the Romanian army and were sold to other Warsaw Pact and non-aligned armies through the export programme that began in 1965.
The Dragon, on the 24 Series chassis, was the only body ARO drew specifically for military use: pressed flat panels that could be made and repaired anywhere, with light armour as an option.
